Any possibility that a T3000 controller with 16 bit inputs will go into production?

It hasnt been on the roadmap but it could be if you have an important (large scale) project on hand. Let us know what you have in mind and perhaps we can add it to the list.
Side note: The T3E-PT12 uses an instrumentation grade A/D converter for the 1k Pt sensor readings. If you are using 1k Pt you could be lucky. It is more than 12 bits I remember that much, could be as high as 16 but I would have to check the schematic.
