If I need to output 24V dc to a device the doc mention that the T10 5 Relay Output can do it, but was wondering if the Digital Output of a T3-BB can do the same.

Tstat10 relay outputs share a common terminal which is normally tied in to 24vac. The T3 controller outputs are normally open, dry contacts with a separate terminal for each side of the contact. You can consider using these shorting bars on the T3 if you have a lot of relays sharing a common terminal, it saves a lot of jumpering.
When using my digital output, can I use them as a relay like the T10Stat, or they can only be On/Off dry contact?
Tstat10 has one side of all relays connected to a common terminal which can then be tied to 24VAC or whatever power source you like.
The T3-XX series has both sides of all contacts on separate terminals. If you would like to simplify the wiring similar to how the Tstat10 is done you can use these terminal strips:
